Bringing Pets to Mazatlan, Mexico (2026 Guide)
Everything you need to know about moving to Mazatlan with dogs or cats — requirements, airline policies, vet clinics, costs, and the new screwworm rule for returning to the US.
Moving abroad is stressful enough without worrying about your dog or cat. The good news: bringing pets to Mazatlan is straightforward — Mexico's requirements are simpler than most countries. The bad news: the rules for returning to the U.S. just got more complicated. Here's everything you need to know.
The Short Version
Mexico dropped its health certificate requirement for dogs and cats in 2019. You need:
- Current rabies vaccination (at least 15 days before arrival)
- Proof of recent deworming (within 6 months)
- A clean carrier (no toys, bedding, or extra food)
- That's it. No import permit for 1–3 pets. No USDA endorsement.
The catch? Your airline probably still requires a health certificate. And bringing your dog back to the U.S. now requires a screwworm freedom certificate — a new rule most people don't know about.
Mexico's Official Requirements
What Mexico Requires
- Rabies vaccination: Current and administered at least 15 days before arrival. Puppies/kittens under 3 months are exempt.
- Deworming: Internal and external parasite treatment within the previous 6 months. Bring proof.
- SENASICA inspection at entry: At the airport or border crossing, your pet goes through a quick inspection by Mexico's animal health office (OISA). They check for visible health issues, parasites, and a clean carrier.
- Form FF-SENASICA-003: Completed at the port of entry — one per pet.

Limits and Restrictions

- No breed restrictions — Mexico doesn't ban any breeds nationally, and Mazatlan has no local breed restrictions
- Skin conditions: Pets with visible skin lesions need a vet letter on professional letterhead
The Carrier Rules (Pay Attention)
SENASICA takes carrier cleanliness seriously:
- Clean carrier only — no bedding, toys, or accessories
- One day's food supply maximum inside the carrier
- Dirty carriers will be disinfected on the spot, contents removed
- The carrier gets a preventive spray treatment by SENASICA staff
If your pet has visible ectoparasites (fleas, ticks, mites), SENASICA will hold them at the inspection office for lab testing. All costs are yours. Treat your pet for parasites before traveling.

Critical Details
Alaska Airlines is the most restrictive: dogs and cats are not allowed in cargo to or from Mexico — cabin only. If your pet is too big for under the seat, Alaska won't fly them to Mazatlan.
Volaris is the most common budget option. Cabin carrier max: 17.5" x 12" x 7.5". No Burmese, Persian, Himalayan, or Exotic Shorthair cats allowed.
VivaAerobus has the strictest breed policy: no snub-nosed animals on any flights, period. Bulldogs, Pugs, Boston Terriers, Pekingese — all banned.
WestJet is the go-to for Canadian snowbirds. Requires soft-sided carriers, max 16" x 10" x 8.5". Accepts dogs, cats, rabbits, and birds in cabin.
Summer Temperature Embargoes
May through September: Airlines routinely refuse cargo pet transport when temperatures exceed 85°F (29°F for snub-nosed breeds: 75–80°F). Mazatlan summers hit 85–95°F daily.
If your pet flies cargo, travel between October and April. Cabin travel isn't subject to temperature embargoes.
Airlines That DON'T Work
- Southwest: No pets on international flights at all
- Spirit/Frontier: Extremely limited pet policies
Airline Health Certificate Requirement
Even though Mexico doesn't require a health certificate, most airlines do. Typically:
- Issued by a USDA-accredited veterinarian
- Within 10 days of travel (some airlines allow 14)
- Cost: $150–$300 at your vet's office
Schedule your vet visit carefully — too early and it expires before your flight.
Book Early
Pet spots per flight are limited. VivaAerobus allows only 5 pets in cabin per flight. Book your pet's spot as soon as you book your ticket.
Driving to Mazatlan with Pets
Driving is the simplest option for pets. Requirements at the border:
- Current rabies vaccination certificate
- That's it
The Route
Most people cross at Nogales, AZ/Sonora — it's about 10–12 hours to Mazatlan via Highway 15 (the coastal toll road through Sonora and Sinaloa). Take the toll roads (cuotas) — they're safer, faster, and better maintained.
Other crossings:
- Lukeville, AZ/Sonoyta — alternative route, south through Hermosillo
- Tijuana/San Ysidro — longer route, mostly used from Southern California
At the Border
- Stop at the immigration checkpoint ~20 km south of the crossing for your temporary vehicle import permit and tourist card
- This is where your pet may be inspected — keep rabies certificate handy
- Keep pets in carriers when passing through military checkpoints (common along the highway, usually just looking for contraband)
- Bring extra water — the Sonoran Desert section is hot and dry
Returning to the U.S. (The New Rules)
This is where it gets tricky. As of August 2024, the CDC overhauled dog import rules. And in November 2024, Mexico was classified as a screwworm-affected country.
What You Need to Bring Your Dog Back to the U.S.
- CDC Dog Import Form — completed online before travel (free, valid 6 months, one per dog)
- Microchip — must be ISO-compatible and detectable with a universal scanner. If your chip number doesn't start with "9," verify compatibility with your vet
- Screwworm freedom certificate — signed by a SENASICA-certified vet within 5 days of travel. Cost: 700–2,000 MXN ($40–$110 USD)
- Dog must be at least 6 months old
- Dog must appear healthy at the border
What's NOT Required for Return
- USDA-endorsed health certificate — not needed
- Rabies vaccination certificate — not required (though strongly recommended)
- Quarantine — none
Critical Timing
The screwworm certificate expires in 5 days. You need to get it within 5 days of your return flight or border crossing. Plan accordingly — don't schedule it too early.
Returning Cats to the U.S.
Much simpler. The CDC's new dog import rules do not apply to cats. No CDC form, no screwworm certificate. Your airline may still require a health certificate.
Returning to Canada
- Contact CFIA at least 30 days before travel
- Health certificate required, issued within 10 days of departure
- Current rabies vaccination required (Mexico isn't considered rabies-free by Canada)
- Declare your pet to the Canada Border Services Agency on arrival
- Bring original physical copies of all documents

All Mazatlan beaches are generally dog-friendly. The standouts:

- Playa Bruja / Cerritos — Quieter, less crowded, dog-friendly

Walking and Exercise

8 Mistakes That Will Ruin Your Trip

Getting the health certificate too early. Airlines typically require it within 10 days of travel. Three weeks early = expired.

Skipping the microchip. Mexico doesn't require it, so people skip it. Then they can't get their dog back into the U.S. Get the microchip before your rabies vaccination — the CDC requires this order.
